1. Introduction

The Institutional Strategic Plan II 2007 - 2010 of the University of Las Palmas de Gran Canaria (ULPGC) states a set of measures to boost research in its Strategic Axis II.

The Vice-Rectorate for Research, Development and Innovation (VIDI) seeks to foster this axis by supporting the drafting and deployment of strategic plans by the ULPGC University Institutes. Following the impetus given by the VIDI, the University Institute of Applied Microelectronics (IUMA) decides to tackle the drafting of the Strategic Plan, with the support of the company, Exagon Technologies, given its experience in this type of work.

The writing up of the IUMA Strategic Plan 2008 - 2011 is divided into two phases: analysis and design. Within the analysis phase there are two initial stages of project management: "Project Launch" and "Participant Management ". Phase I is completed with "Strategic Position" and "Analysis of the Environment".

In Phase II, we define and design the strategy that the IUMA wishes to carry out throughout the Strategic Plan. This phase is divided into three parts:

  • Strategic management
  • Identification of initiatives
  • Deployment Plan

Strategic management seeks to define what the IUMA is and what it wants to become in the future. We should therefore define its Mission, Vision, objectives and key success factors. In addition, a high-level description of the lines of action required to obtain the desired changes is carried out. In this way, the skills required to achieve the desired success are identified. Once the skills of the current IUMA model are identified in the analysis phase and added to the new ones, the new business model of the IUMA will be presented and aligned with its Mission, Vision and the objectives to be reached.

The Identification of initiatives must identify the initiatives that deploy the strategic vision. These initiatives will be evaluated for their impact and risk. Once this assessment is carried out they will be prioritized and selected for their implementation. Finally, the deployment plan presents a course of action to carry out the identified initiatives in order to deploy the strategy, establishing phases, order and expected times.

2. Objectives

The main objective of the analysis of the Strategic Position is to establish the business model that the IUMA is currently using and evaluate it. Once the model has been obtained, the environment is studied. This environment is defined by the plans that various institutions have identified for the development period of the IUMA Strategic Plan (IEP). Thus, once the environment has been analyzed, sources of funding can be extracted and the skills that the IUMA should enhance or develop in the coming years can be decided.
